As in, puts things together by tying or by other means. Also in Barona, tepally "ties two things together"
Compare to tepall (tepaall), defined in Mesa Grande as "puts on top" and in Barona as "sticks to/hangs on to something, sticks together", which only differs in the last consonant. The final consonant is not very clear in this recording, but you can also note a difference in vowel quality between Cuevas' recording of tepally vs. tepall.
